This bill amends the public officers law to require entities that submit records to state agencies to periodically re-apply for exceptions to disclosure under the Freedom of Information Law (FOIL). Entities can request an exception at the time of submission, specifying which portions of the record are subject to the request and the reasons for the exception. The exception request must be in writing and state the reasons why the information should be excepted from disclosure for a defined period of time. The submitter may also provide a date by which the exception should expire.
