Establishes a program to provide capital subsidies for constructing, preserving, and rehabilitating one- to two-family dwellings outside of NYC.

The bill establishes the block by block homeownership program to provide capital subsidies for constructing, preserving, and rehabilitating one- to two-family dwellings throughout the state, outside of New York City. The program prioritizes funding in the cities of Buffalo, Rochester, Syracuse, Albany, and Binghamton for development on vacant, abandoned, or underutilized land owned by the municipality. Dwellings created through this program will be sold to low or moderate income buyers who intend to make the dwelling their primary residence.
