Authorizes the commissioner of general services to transfer and convey real property at the former Buffalo psychiatric center to the Richardson.

This bill authorizes the commissioner of general services to transfer and convey certain state land to the Richardson Center Corporation. The land, located at the former Buffalo Psychiatric Center, will be used by the Richardson Center Corporation to construct a mixed-use campus for community benefit, including affordable housing. The transfer is subject to the approval of the commissioner of general services and the commissioner of mental health. Upon termination of the use, title to the lands will revert to the state of New York.
