This bill prohibits incentives for the siting or operation of commercial renewable energy systems in sensitive environmental areas, including land used in agricultural production, critical environmental areas, grassland bird conservation centers, and New York state bird conservation areas. Exceptions are made for agrivoltaic energy systems and systems designed primarily to provide on-site electricity. The bill amends the agriculture and markets law, public service law, and real property tax law to implement these changes.
