The bill authorizes the New York power authority to supply electric energy to low-income households receiving assistance through the New York city human resources administration and the New York state office of temporary and disability assistance. It designates these agencies and local social services districts as billing energy service companies. The energy is priced at cost-based rates to keep the household energy burden at or below six percent of income.
