New York S09370 amends the state finance law to make optional the priority given to centralized contracts when state agencies purchase services. Previously, centralized contracts had second priority, agency or multi-agency contracts had third priority, and other means of contracting had fourth priority. Now, these priorities are optional, allowing agencies more flexibility in their contracting processes.
