This bill amends the environmental conservation law to allow the transfer of a lifetime fishing license to persons outside of "family" one time per year. The transfer is limited to those who derive fifty-one percent of their gross income from commercial fishing for three consecutive years. This change applies to all fishing licenses except those for whelk, crab, horseshoe crab, food fish, summer flounder, and striped bass. The act will take effect 120 days after it becomes law.
