The bill establishes the veterans' services organization capital support program to provide funding for the capital costs of construction, improvement, repairs, rehabilitation, or reconstruction of certain facilities. The commissioner will develop criteria for the disbursement of funds to eligible entities, which include veteran service organizations organized as not-for-profit organizations. The program allows for up to 25% of an awarded grant to be provided upfront, subject to certain conditions.
