New York S09042 amends the social services law to ensure that cost of living adjustments are incorporated into the annual maximum state aid base rates for providing care to foster children. This adjustment will be included in the next base payment rate and every subsequent maximum state aid rate established thereafter. The adjustment will be in addition to any other cost of living adjustments, trend factors, or staff retention factors that may be provided in subsequent state fiscal years.
