The bill creates the CR Clean Water and Sewer Authority in Rockland County to manage sewerage facilities. The authority will take over the assets and responsibilities of the prior sewer district, including wastewater treatment plants, interceptors, pumping stations, and other sewerage infrastructure. The authority will have powers to issue bonds, collect fees, enter into contracts, and operate and maintain the sewerage system. Legacy employees from the prior sewer district will continue to be employed by Rockland County but directed by the authority.
