The bill amends the insurance law to prevent insurers from discriminating against individuals based on their mental health or substance use disorder. Insurers must provide meaningful benefits for mental health or substance use disorder in every classification where medical or surgical benefits are provided. Insurers must also comply with the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008. The commissioner of mental health is required to promulgate rules incorporating federal enforcement rules.
