New York S07898 amends the economic development law to mandate that any contract for new construction projects with a value of at least five million dollars, overseen by the department or the Empire State Development Corporation, must include siting of renewable energy systems, qualified energy storage systems, or major electric transmission facilities. If such siting is not feasible, the department or corporation must issue a written determination explaining the reasons. The act takes effect immediately.
