Establishes a pilot program for maternal-infant care centers to support infants suffering from drug withdrawal due to in utero exposure.

The bill directs the commissioner of health to establish at least four maternal-infant care centers in areas of need. These centers will provide cost-effective, necessary services and enhance the quality of care for infants under one year old experiencing withdrawal from in utero drug exposure. The program will implement evidence-based practices to reduce the length of stay and support family unification. It will also ensure that neither a diagnosis of neonatal abstinence syndrome nor admission to a care center constitutes evidence of child abuse or maltreatment.
