Establishes a quality incentive program for managed care providers based on their performance in meeting quality objectives.

The bill amends the social services law and the public health law to establish a quality incentive program for managed care providers. This program will distribute funds based on the performance of managed care providers in meeting quality objectives set by the commissioner. The program will be funded at a level of at least one percent of the total annual premium paid to managed care providers, or three hundred million dollars, whichever is greater.
