Requires storage warehouse operators to maintain lock boxes for official documents in each rental unit.
Amends the general business law and the administrative code of the city of New York to mandate that storage warehouse operators provide a separate lock box in each rental unit for storing official documents. Prohibits operators from retaining or disposing of the contents of these lock boxes if rental fees are unpaid. It also prohibits including these documents in any auction of the storage unit's contents due to non-payment. Refusing to surrender these documents to the renter constitutes unlawful detention of goods.
