It applies to residential properties in Richmond County, southeast of Hylan Blvd between Wiman Ave and Arbutus Ave. The property owner must submit documentation and a certification under penalty of perjury. Local permits are deemed sufficient to satisfy any requirements for an erosion hazard area permit, tidal wetlands permit, or variance under environmental conservation law.
