The bill creates a substance use disorder treatment bill of rights to be posted in a conspicuous place in all treatment facilities. It mandates that every patient has the right to participate in developing an individualized plan of treatment, to object to or terminate treatment unless directed by a court order, and to have access to their treatment records. Patients also have the right to privacy, confidentiality, and security in storing possessions. The bill of rights must be given to each patient at or prior to admission and to each staff member.
