Biosolids are defined as solids or liquids resulting from wastewater treatment. The moratorium applies to the sale and use of biosolids as fertilizer, soil amendment, topsoil replacement, mulch, or for other agricultural purposes. The moratorium does not apply to the disposal of biosolids at solid waste landfills or the land application of compost materials derived from food, food waste, crops, or vegetative material.
