Bans surcharges on ATMs at New York state universities.
Amends the banking law to prohibit banking institutions from charging surcharge fees at automated teller machines located on property owned by the state university of New York or the city university of New York. The prohibition applies to all banking institutions that use, own, or lease ATM facilities on these university properties. The act will take effect 90 days after it becomes law.
