New York S05488 amends the agriculture and markets law to allow certain animal protective associations and rescue organizations to implant microchips in animals they possess. These organizations must update the contact information associated with each implanted or existing microchip, including the organization last having possession of the animal, any person to whom possession is transferred through adoption, and for lost and found animals, the most recent contact information. The bill applies to animals unless they already have an existing microchip.
