Enacts the "just energy transition act" to study options for phasing out, replacing, and redeveloping New York's oldest and most-polluting fossil.

The "just energy transition act" requires the New York State Energy Research and Development Authority to develop a study of competitive options for the phase-out, replacement, and redevelopment of New York's oldest and most-polluting fossil fuel generation facilities and their sites by 2030. The study must significantly reduce the state's reliance on fossil fuels, ensure resource adequacy, and provide environmental, health, and other benefits to disadvantaged communities.
