The bill establishes the farm ownership succession planning program (FOSPP) to provide farm owners with a succession planning toolkit. The toolkit includes financial resources for prospective farmers, a list of farming education and support programs, a list of state-supported economic development programs, and other resources. The FOSPP will also develop statewide forums to educate farmers and prospective farmers. The program will include information on the economic viability of family and commercial farming, including data on farm bankruptcies and farmer debt.
