This bill amends the civil rights law to prohibit property owners from enforcing or adopting restrictions that prevent the display or affixing of religious items on entry doors or doorframes of dwellings. Exceptions include cases where the display threatens public health or safety, violates laws, contains obscene or illegal content, or is unreasonably large. If maintenance requires temporary removal, residents can restore the display after completion.
