Extreme hardship is defined as the injured worker's income from social security disability benefits and disability pension being less than fifty percent of their average weekly wage upon termination of permanent partial disability benefits, inability to meet expenses for themselves and any dependents, additional medical, functional, or vocational factors arising subsequent to the classification of permanent.
