This bill amends the real property actions and proceedings law to allow mortgagees or lienors of abandoned multiple dwellings to apply for a receiver to bring the building into compliance with applicable laws. The receiver must bring the building into compliance within ninety days from the date of appointment or a longer period agreed upon with the department. The department can institute proceedings if the application for a receiver is denied, the receiver fails to comply, or the mortgagee or lienor in possession fails to comply within ninety days from the date of taking possession.
