The bill directs the New York state energy research and development authority to study the feasibility of creating, storing, and transferring hydrogen energy to residential and commercial structures in cities and towns with populations greater than 20,000. The study will assess the ability of municipalities to power structures via hydrogen, the effectiveness of hydrogen in supplementing or replacing electrical grids, the cost of building hydrogen power plants, and the cost of storing hydrogen power.
