The bill introduces a tax on noise from non-essential helicopter and seaplane flights in cities with a population of one million or more within New York state. The tax rate is set at fifty dollars per seat ticket or two hundred dollars per flight, whichever is greater. Exemptions apply to flights conducted using quiet aircraft, defined as those that create at least ten decibels less of noise than comparable aircraft. The Department of Environmental Conservation, in consultation with the Department of Transportation, will maintain a registry of quiet aircraft models.
