Enacts the empire state licensing act to provide all New Yorkers with access to professional, occupational, commercial, or business licenses, permits, certificates, or related registrations regardless of an applicant's citizenship or immigration status. No otherwise qualified applicant for a license or renewal thereof shall be denied based on the immigration or citizenship status of such applicant. Any existing applicant for a license or renewal thereof shall provide their social security number or federal individual taxpayer identification number on the application.
