The "Count Every Vote Act of New York" amends the election law to change the procedure for the recanvass of votes in election districts. It defines the margin of victory for triggering a hand recount of ballots. A hand recount is required if the margin of victory is 20 votes or less, 0.5% or less, or less than 5,000 votes in contests with one million or more ballots cast. The margin of victory is calculated based on the most recent recanvass results.
