This bill amends the penal law to mandate that entities operating gun buyback programs verify the serial numbers of all firearms against the New York Statewide Police Information Network (NYSPIN) records. If a firearm is identified as stolen, the entity must obtain the express permission of the lawful owner before destroying it. If the lawful owner is ineligible to possess a firearm, the entity may destroy the firearm.
