The bill enacts the "motorized recreational vehicle identification and accountability act" to require the registration and visible identification of certain motorized recreational and personal mobility vehicles. Covered vehicles include off-highway motorcycles, dirt bikes, motorized minibikes, and high-powered electric vehicles that are not bicycles with electric assist. All such vehicles must be registered at the point of sale and display a visible identification plate or tag. The commissioner of motor vehicles is authorized to adopt regulations necessary to implement these provisions.
