New York A11557 amends the election law to allow the form and abstract of proposed constitutional amendments to be determined by a separate joint resolution passed by both houses of the legislature at least 120 days before the general election. The legislature must use best efforts to comply with plain language requirements and aim for an eighth-grade reading level or below. This act applies to all concurrent resolutions proposing amendments to the constitution that achieve first passage during the 2025-2026 legislative session and any subsequent sessions.
