The bill amends the vehicle and traffic law to ensure no individual or entity is charged a central business district toll during strikes, work stoppages, or declared states of emergency that cause a stoppage for more than twenty-four hours or significant delays for the metropolitan transportation authority, Metro North, New York City Transit, or Long Island Rail Road. It also mandates the return of charges collected from monthly ticket holders for business days when services are interrupted. The act takes effect immediately.
