New York A11359 amends the public service law to mandate that applicants for permits or authorizations related to energy storage systems with a capacity greater than one megawatt hour must notify the chief executive of the city, town, or village where the system is located and each state legislator whose district includes the proposed site. The energy storage system must be connected to the local distribution system and primarily operated for commercial or electric retail purposes, and it must not be constructed in connection with a major renewable energy facility.
