The bill enacts the "Give Kids a Chance - Carter and Ray's Law" to mandate health insurance coverage for congenital anomalies. This includes certain reconstructive services, habilitative services, and inpatient and outpatient services. Reconstructive services are procedures or surgery to treat body structures affected by congenital anomalies, developmental abnormalities, trauma, infection, tumors, or disease. Habilitative services include physical and occupational therapy, speech-language pathology, and services for people with disabilities.
