Establishes a right of first refusal in municipalities for state land to be sold at public auction.

The bill amends the public lands law to establish a right of first refusal for municipalities when state land is to be sold at public auction. The Office of General Services must first offer the land to local governments, including cities, villages, and towns, for park and municipal recreation purposes or other municipal purposes. If the local government does not exercise its right to purchase within a specified period, the land is offered to the county. The commissioner of general services retains discretion to sell land at private sale under certain conditions.
