This bill amends the civil practice law and rules to establish the proper venue for actions or proceedings involving section one of article nineteen of the state constitution. Venue shall be proper only in one of the designated courts in a judicial department where at least one plaintiff is located. This includes actions related to the process for proposing a constitutional amendment, the ballot placement process, ballot appearance, elections, and interpretation of enacted amendments. The act takes effect immediately.
