New York A11237 amends the economic development law to mandate that contracts for new construction projects with a value of $5 million or more, overseen by the department or the Empire State Development Corporation, include siting of renewable energy systems, qualified energy storage systems, or major electric transmission facilities. The department or the Empire State Development Corporation must issue a written determination if the project cannot accommodate these systems, detailing the reasons for the decision. This act takes effect immediately.
