Enacts the "Technical Sergeant Joseph G. Lemm tuition benefit act" to allow members of the New York state organized militia to receive tuition benefits for certain post-secondary degree programs. The tuition benefit may be discontinued upon attainment of a post-secondary degree or cessation of active member status. The benefit may also be suspended for failure to maintain good military standing, academic progress, or sufficient academic standing to retain eligibility for other financial assistance.
