The bill repeals congestion pricing in New York City and mandates the Metropolitan Transportation Authority to contract with a certified public accounting firm for an independent, comprehensive, forensic audit. The audit must be conducted in accordance with generally accepted government auditing standards and be independent of the regular audit. The audit firm is prohibited from providing non-audit services to the authority during the audit period. The audit firm also cannot have any partners who have performed audit services for the authority in the past ten fiscal years.
