Enacts the "regents modernization act" to require the board of regents to have at least four times the number of existing judicial districts and not less than fifteen members. Judicial districts with K-12 student enrollment exceeding 15% of the state's total K-12 enrollment must be represented by two members. Regents in office on April 1, 1974, will hold office until their term expires in each year on April 1. Beginning April 1, 1974, each regent will be elected for a term of seven years, and starting April 1, 1994, each term will be five years.
