The bill enacts the state and local government food waste prevention and diversion act. It requires facilities generating excess food waste to take measures to minimize such waste. The bill defines "covered food service establishment" as any premises operated by an agency, municipality, local education agency, or contractor or lessee that generates a certain amount of food waste per week. The bill requires these establishments to minimize their generation of excess food, distribute excess food to the food insecure, feed animals, and compost or process organic waste.
