This bill repeals certain prohibitions on hydraulic fracturing and establishes new permitting procedures for oil and gas wells using hydraulic fracturing techniques. The Department of Environmental Conservation must promulgate rules and regulations within one year of the bill's effective date, considering environmental protections, water management standards, and other applicable standards. The bill does not supersede local government jurisdiction over local roads or local governments' rights under the real property tax law.
