New York A10506 amends the public health law to ensure that Medicaid managed care organizations reimburse home care aides at rates that comply with certain reimbursement rates. The commissioner of health must ensure these rates are actuarially sound and based on the most current average fee for service county rates. The bill also allows for regional minimum hourly base reimbursement rates, provided they are not less than the fee for service rate. Providers and payers can mutually agree to higher rates if desired.
