The Voices of Immigrant Communities Empowering Survivors (VOICES) Act provides certification to certain immigrant victims of qualifying criminal activity. Certifying entities include law enforcement agencies, prosecutor's offices, courts, and other entities involved in the detection, investigation, or prosecution of qualifying crimes. Certifying officials can be heads of these entities, judges, or other designated officials. Victims of crimes such as rape, trafficking, and domestic violence can receive certification if they have been helpful in related investigations or prosecutions.
