The bill amends the public service law to require financial security for reclamation for solar and wind electric generating systems. Before the commission can issue a permit or find a system in compliance with any terms and conditions set forth in any permit already issued, the applicant must furnish financial security to ensure the performance of reclamation. The financial security shall remain in full force and effect until the commission has approved the reclamation. The amount of financial security shall be based on the estimated cost of reclaiming the affected land.
