The Climate Accountability and Loss Recovery Act allows the attorney general to bring civil actions against covered entities for costs and assessments from climate disasters. A covered entity is defined as any person, firm, corporation, company, partnership, society, joint stock company, entity, or association with an aggregate market capitalization or worldwide annual revenue of at least $500 million. The act covers entities engaged in the extraction, production, manufacture, or sale of fossil fuel products and doing business in New York.
