The bill establishes the "accountability of costs for data centers act" to require electric corporations, gas corporations, and municipalities to create an independent classification of service for large energy use facilities. This classification must be separate from other classifications of service. The Public Service Commission must ensure that these classifications are implemented by June 1, 2030. The Department of Public Service is authorized to develop financial surety requirements for these facilities.
