The bill directs the department of health to establish an alternative payment methodology (APM) for federally qualified health centers to preserve and improve patient access to fertility care. The APM will provide payments to these centers based on the difference between the amount they paid for eligible injectable fertility drugs for Medicaid patients and what they would have paid based on average wholesale acquisition cost. This funding is in addition to any payments made under the prospective payment system or other alternative payment methodologies.
