Authorizes Southampton Village to establish a demonstration program imposing monetary liability on vehicle owners for operator speed limit violations.

This bill allows the village of Southampton in Suffolk County to create a demonstration program imposing monetary liability on vehicle owners for operator speed limit violations. The program will use photo speed violation monitoring systems at up to five locations. Vehicle owners will receive notices of liability and can contest the charges. The program will generate revenue dedicated to law enforcement purposes. The village must submit annual reports on program results. The bill includes provisions for the use and disclosure of recorded images from the monitoring systems.
